Ebay scammed me tax on return purchase!

I returned a purchase on ebay, and was refunded through paypal of the purchase but not the tax. I asked the seller and seller told me ebay is collecting my tax. So I have multiple chats and calls with Ebay and asked to be refunded on the tax, and was promised multiple time it will be refunded by customer service, and it never happen, The tax is $227.94 and it is not a small amount, ebay is trying to collect and hold the tax for themselves which is classic tax fraud. Their customer services is not only useless but also lying all the time. AVOID this COMPANy!
